Sistemul de achiziții publice va fi modificat de guvernul Ponta în așa fel încât criteriul prețului cel mai scăzut să nu mai fie hotărâtor în stabilirea cîștigătorilor licitațiilor publice, conform unor surse oficiale citate de Mediafax.
Motivul invocat pentru renunțarea la acest criteriu, folosit până acum în marea majoritate a licitațiilor publice, este o recomandare recentă a Comisiei Europene, potrivit căreia criteriul care ar trebui să primeze în achizițiile publice este raportul preț-calitate, fiind alese ofertele cele mai avantajoase din punct de vedere tehnico-economic.
„Comisia Europeană nu interzice folosirea criteriului privind preţul cel mai mic la atribuirea contractelor de achiziţii publice, dar permite statului să aibă posibilitatea să folosească şi alte criterii pentru un raport preţ-calitate cât mai bun, astfel încât să fie selectată o ofertă cât mai avantajoasă economic, tratată într-un sens mai larg”, susțin sursele citate.
Printre criteriile care ar putea fi luate în considerare se numără livrarea, costurile cu mentenanța, cheltuielile de consultanță, cele cu consumabilele, etc.
Trecerea la un sistem bazat pe criterii complexe de atribuire a contractelor de achiziție publică poate avea însă un efect nefericit pentru România, în condițiile în care, chiar și în condițiile folosirii celui mai mic preț drept criteriu, au existat numerase cazuri de licitații trucate, multe dintre ele terminându-se cu dosare penale pentru cei implicați. Mai mult decât atât, numărul contestațiilor este unul extrem de ridicat, și este de așteptat să crească și mai mult dacă se va trece la un sistem cu criterii de atribuire complicate.
